how to get printed circuit off without damaging it?

when i try to take the nuts off the printed circuit it grabs the circuit and twists it around. what am i doing wrong?

use the same size wrench and hold the bottom nut while turning the top.

i dont see a bottom nut on the fuel guage...the other one has a real real thick nut under each stud.

The real thick one is on the temp gauge. All of the other gauges have a the same size nut on top and bottom. Well if someone didn't take it apart already, they all should have 2.
