HEY WHAT IS THIS? and do I need it?

I thought console mounted to floor If it doesn't where does this go? I have heard of them in 73+ blazers but didn't know if they were used in earlier ones.

i think thats for a newer blazer console, the one with the square `cupholders` like in 85, 86.
