Have you tried the new power adder listed here? Emmissions legal power

I've tested it and if you can get a flourescent marker, it helps emmissions also.

10% mix of denatured alcohol in the tank has saved me everytime.....available at any hardware or Home Depot store. Otherwise, basic tuneup and check ignition timing, and idle speed.

lean out the jets, retard the timing, and lean out the idle mixture screws. That wit hthe alcohol and you wil pass. or just move to a state that has no emitions on older stuff.

Everything the other guys said, and you might find this odd, but change the engine oil immediately before you go back to be retested. If it was close to passing, that alone could get you by.

In Colorado, anything 1960 or older is emission exempt IF you put collector license plates on it. Anything 25 years old or older....back to 1960 must pass ONE emission test IF you are putting collector plates on it. The collector plates are good for 5 years and (so far) they don't make you get retested.

If you want to run regular Colorado plates, you have to have it tested EVERY YEAR regardless of the age of the vehicle.

when i lived in nashville metro they made us do emissions. my Z28 wouldn't pass one time, so i went and bought one of those "prolong" engine treatment kits. i went through after dumping that stuff in and it passed. now i'm out of the metro area and we don't inspect any year vehicles for anything, hell they'll let you ride around with no fenders and doors out here.

No suggestions not listed. I am courious though, what emissions equipment was on a 69? Heat stove and a pvc valve right? No EGR or any other junk?

Actually, now it is fixed (ie no rolling exemption) at 1976 and older are exempt from testing, although are required to maintain all applicable emissions control equipment. CHP and BAR have been setting up roadside test stations again lately.

What are the readings? Look at them and see where you failed. It could be a carburator adjustment. Lean is good.

-Change the oil and filter (get that old polluted oil out of your engine.
-New air cleaner
-New fuel filter
-Run a can of Pass Smog by CRC found in most parts stores, Walmart, etc. (this stuff works) I learned this from a technician that repairs vehicles that have failed emissions testing
-Check for and repair any vacuum leaks
-Check the timing with and without vacuum advance (less is good)
-New spark plugs, wires, cap, rotor. Check your old spark plugs for color. They should be a light choclate color
-Make sure the engine is thoroughly warmed up.
-Make sure the technician does not raise and lower the RPM's quickly. This dumps excessive fuel into the system
-And anything else the other members suggested

One other thing. Move to California. Emissions testing starts at 1976.

In Washington, emissions testing isn't required fro anything 1980 or older or something like that. I have a 67 & 72 truck and a 91 Jeep, so anything in between that im not sure on, correct me if im wrong.

My '70 doesn't require emissions testing here in St. Louis County. Just a Safety inspection. I'd hate to have to get it tested!

A couple of things,
I have seen multiple holleys with cracked metering bodies leaking fuel and running excessively rich, Power Valve blown or incorect will also cause rich running, they also now have power valve blowout kits available and would higly recomend one of these to anyone running the older holleys, the older holleys all it would take to blowout the power valve was for the engine to backfire back through the carb.

In recent on my truck I had swapped out the cam to something a little bit more radical, prior to the cam swap I didnt notice any real richness but after the new cam it was pretty bad, I decided to try the pure Acetone treatment that someone else had posted a while back because of some minor pinging with 93 octane and octane booster was $10 bucks a bottle. Use 2-3 ounces to 10 gallons of gas, it quit the pinging and I didnt have anywhere near the fuel richness from the exhaust, I also noticed a slight improvement in gas milage. You can buy quarts of pure Acetone at Home Depot for $6

Mark; Mine wont pass at idle unless I set it at 1100-1200 rpm. If you're rich at idle you could give this a try. Here in Nevada the idle speed can go as high as 1250 during a test. G/L

I can`t believe some states make older vehicles go through emmisions. They are such a small percentage of the total vehicles on the road. And,even fewer daily drivers.My`99 ZR2 has both cats fryed.I punched-out the little egg-shaped one in the y-pipe($700 part)and Meineke replaced the rear one.It melted down and clogged the exhaust in two weeks. That got punched out.If it doesn`t pass next time(probably will),I`ll test it with an almost empty tank and racing(maqic juice)fuel. She`ll be burning real clean!

Move to Arkansas, there is no inspection what so ever and you only need three pieces of paper to register your truck, one is the last registration.

my 69 has an inline six and it has pcv and a an AIR pump as emmison control components.
