What is this??

Is this some kind of spare tire carrier? never used it..

The bolt had a squared shoulder just below the head & it used a standard lug nut to snug the tire against the bed.

Are they very common? i have never seen one before... is there a market for them? i am going to take that one off and if it can be sold sell it if not just thow it in my pile of parts..
