Yep. You just need the 'bolt and nut' that goes with it.

The bolt had a squared shoulder just below the head & it used a standard lug nut to snug the tire against the bed.

Are they very common? i have never seen one before... is there a market for them? i am going to take that one off and if it can be sold sell it if not just thow it in my pile of parts..

Very comon in Canada, almost every truck I've ever seen up here has / had them.
