Does Any One Have A Clue?

Does any one have a clue how this was done or if it is a kit and where to get it. I have seen too many pics of the same type of hood so I think it might be a kit. Any info would be helpful.

Close - I think it is a 1986-1991 or so hood hinge kit. Hit the salvage yards

I had an 89 Buick that had one like that. Corvettes have them as well.
