Actually it looks like he has two extra pair of bushings there. I mean my leafs only have two ends and looks like there are enough sleeves to do a set of leafs.
Also, are these for 4X4 leaf springs or does it make a difference? if it for a set of 4X4 springs then I guess it is missing two sleeves!

If it is a 2x4 you are probably right. If it is a 4x4 70shrt/step is probably right. I have a 70 2x4 and would like to change the bushings when I flip the springs to lower the truck.
