vent windows

Is there any way to adjust vent windows so they dont make so much noise they are almost brand new they just whistle like crazy?

Unfortunately many of the new production vent window setups are not quality. The rubber doesn't completely lap the glass and any openings will drive you nuts. Even the new rubber sets you can buy is not the best! Try to find the spot where the thing leaks then get some black GE Silicone and fill it in to get a good seal.
