What is this for??

Spring thingy behind passengers door latch frame just below the striker plate. The jack was secured to the floor below that with a spring/hook set-up.

That is what held the fold up jack handle.

Yep, its for the jack handle, and I see you have the factory option ventilated cab corner, GM had that option on many of these trucks. Maybe the jack handle exited out the ventilated cab corner ???

I haven't tried it yet but that spot looks like a good place to mount a fire extinguisher, might be able use that bolt hole to mount a bracket for a extinguisher ???

LOL! Someone went all out on this truck with the options! It has both ventilated cab corners, floor drain holes, extra large rocker drains and the experimental spiffy quick-disconnect cab supports.

I may put the jack handle back once that hole is fixed, although I dont see why since I have no spare and drove without one for 4 years. I kept a spare-tire-in-a-can but never used it except for once on the lawn tractor.
