think that applies to 2 tone jobs or anything. just needs to be "painted" not rusted or multi color franken-truck style. least thats what i read in that statement

I think the intent is to keep works in progress out and to maximize the number of entries for "finished" trucks. The operable words are "completed paint scheme". Methinks there will be a "project" TOTM category for the unfinished trucks, that is why the distinction
