locking hubs

When i lock the hubs on my 61 one of the tires upfront will not turn. Is this because the hub is bad? Jeremy

Depends on how you are checking it. Are both wheels off the ground? When does it not turn? I am assuming an open diff.

With an open diff if one hub is not locked neither tire will turn.
