fan motor

no matter what position the fan is in (from top to bottom:hi a square and lo) the fan stays on,

If the key is on the fan will be on. That is the way they are made.

Yes. I've read here that it was a "safety feature" GM put in so that there would be fresh air in the cab at all times.
