too high for the on, off, start plate.......... my guess is a cb mike holder

Often the 2 holes are mike holders for CB radios as mentioned. The ACC OFF IGN STRT are lower and further apart.

Ditto on CB mike holder. I have seen several trucks with the stainless clip still in place and CB long gone. (although those stinken antenna cables are usually still lurking in the panels somewhere)

I concur with the CB radio clip, mine had the CB mic clip on lower right corner of the plastic 3 hole gauge bezel. CB's were very popular during the era of these trucks.

Yup, CB mic holder...............I prefer to keep mine mounted on the side of my CB
