Fuel tank straps

So I've got my new tank all put together and go to mount it and low and behold I can't get the front strap to reach. So now I ask, is there any trick to getting the front strap in place? I've made it contour the tank as best I can and gotten one bolt in the hole on the tank support. I was thinking of taking that whole tank bracket off the frame, strapping the tank in and re-mounting it all. Any thoughts?

Mike

(P.S. it's a 94 Chevy ext Cab short box)
