Rear bumper install

Ok.. i told the guy that bought my truck I would help him get the bumper on. I didn't have all the brackets at the time of sale but I do now. Problem is the PO cut off some of the end of the frame from where they installed a new model stepside bed so I'm looking for some ideas as to how I get this bumper on and lined up

I'm going to link a picture b/c it's HUGE but makes it easy to see the end of the frame. Any help would be appreciated

I don`t know how much frame was cut,but can you weld an extension for the stock mount.
The frame is cut to where a`73-up would be?Maybe those bumper brackets adapted to a 67/72 bumper.

Ok.. how are the brackets supposed to look on a stock frame?? I'm trying to get this thing on.. I want this truck out of my hair
