that looks like a mid 60's stepside tailgate, the ones that use the hasps that are attatched to the side of the box.

Wasn't '60 the first year for a real fleet side?

58 was the first (mid year introduction) year of the true fleetside. It replaced the Cameo Carrier which was a stepside with fiberglass panels to make it look like a modern fleetside. 58's could be either fleetsides or Cameo Carriers.

i think it's a 60 -66 fleetside tail gate.gmc i think is a little rarer around here anyways.
