short fleet on 4x4?

I am attempting to mount a short fleet on my 4x4 frame, and everything lines up fine except at the back, i dont know if i have the correct bumper brackets or not (may take them off) because the last support rail for the ebd is bottonming out agains the bunmper brackets, before fitting flush with the frame, on top of that, they are about 1 inch to far back (the holes for the bolt to go through in the bed itself) all of the other holes line up fine, right now am working on remounting the brackets that are riveted to the frame in the front, someone removes them for some ungodly reason. any advice to make this process eacier would be appreciated.
