brake pedal question

my brake pedal wont come back up all the time and this makes my brake lights
stay on so i thought it was a weak spring so we replaced it still doing the same thing. could it be brake boster?

id vote a bad booster, but check out all the lines and the drums and see whats up before you take the booster off
