Identifying Part HELP?

I am parting out a 71 pickup and when I took off the cowl laying under it this part was just laying by the wiper arms in the cowl area. What is it and where does it go? Thanks for the HELP guys. Rick

looks like it might be one of those vent that go in the kick panel?

I think it attaches to this rod and is opperated by this VAC/pod.

That is the cowl to cab air flap.
