external voltage regulator ?

why are these mounted with rubber mounts? is it just to absurb vibrations? at first i thought it was to prevent them from being grounded but now i see a ground wire on the side.

thanks guys thats what i thought it must be once i seen the ground wire. they sure make it a beech to remove
