Post pwr.steering ques.???

wonderin' what causes the pwr.steering to work sporadically when engine is not revving.i've noticed it several times b-4, that when i go to back down my driveway,and initally the wheel is turned to line up my rear end w/ the driveway,the steering makes a noise like it's really straining.once you get some rpm's the steering is responsive and the straing noise goes away.makes you almost think the pump is low on fluid, but the level is perfect,both at cold and hot temp's.whats making the pwr. steering strain so much unless it has sufficient rpm's?? anyone?
