One possiblity could be a rear bulb in wrong, another one could be if the rear light assemblies are not yet installed into truck, thereby not getting grounded.

Sure sounds like a ground problem at one of the lights to me.

A tail light is not likely to try to ground through the dash lights...it would follow the shortest most direct path....it could happen, just not likely.
I'm willing to bet one of your tail lights has the wrong bulb. Pull the bulbs and check if it is a double filliment, or a single. I'll bet there is a back up lamp in one of them.

i've also seen stuff like that happen when a taillight filament breaks and bumps up against the brake light filament, when you activate the brake lights, it also puts power to the taillight circuit and therefore turns on the dash lights.
