Straight photoshop.
Filter difference clouds-eerie efect
Added pupils and teeth
Filter wind left/wind right
Rotated it clockwise
Wind left-makes streaks through the other wind streaks going upward
Rotate it back
Filter ripple -makes the streaks wavy
This works great for making flaming/frozen text.
