Instrument cluster assembly

well I am at the point that iI am installing my stock instrument cluster... for the light switch and the wiper switch for the 69 configuration, I have a star lock washer on each.... should these go on the inside of the steel dash or on the outside closest to the plastic cluster?????

I believe they go on the outside at least thats where I put mine
