heat riser valve question

i still have the heat riser valve on my truck, but its not connected and i dont know what position its supposed to be in to be open. i know that theres supposed to be a diaphram that either sucks it open or closed. what do yalll think?

if your truck is a 67-72 it shouldn't have the vacuum controled valve unless someone stuck a later motor in it.

just drop the pipe down enough to see the butterfly and tie it up in the open position if you are missing the rest of the hardware. here in california it will not pass smog inspection if parts are missing but not sure on the laws where you are.
