Wiper problem..not the circuit board

I have 97 k1500 jimmy SLE..the wipers (mist) quit the other day..I put on a new AC Delco wiper motor ($200) and trouble continues..I turned on the wipers to test it and it pumped the washer dry..washer runs continually...and the wiper motor only runs on high speed.

I tested the harness going into the motor and there is no juice at low speed when the switch is turned to run on low (with key on of course). All other terminals test ok..I'm thinking the switch is cooked ..but at $300+ time spent tearing the column apart I'd like to hear any thoughts.
