brake pedal problem

i have a 71 i building i bought new master cyl new booster
the pedal will not come back up all the way by it self i have changed the spring do you think it could be the booster?

If your check valve and vacuum source are good, my guess is you have a defective booster. There's internal springs and check valves that my be preventing the pedal from returning to it's normal position.

Did you have a booster on the truck before? The pedal will be lower with power brakes.

the linkages between the booster and firewall can bind and cause this, as can a bum booster.

Yeah, I forgot to mention that part. If you converted from non power brakes, the pedal will be somewhat lower. I put power brakes on my 68 three on the column and the brake pedal with the link out as far as I dare lengthen it, is about one to one and a half inches below the clutch pedal...
