tire clearence

I am building a tubbed pro street 1955 stepside. Does anyone know the minimum clearence I need for the tire side wall against the fender lip. The tire is a 31x18.5x15 mounted on a 15x14 rim. I want it as close as possible but obviously do not want it to rub. I read somewere that 1-1/2" would be ok. Any thoughts? I am planing on steeing the rear end width this week. Thanks, Ronnie
