tow hook question

I was going to install tow hooks on my 72. Right side fit good, when I got to left side I noticed a ( Ithink dust plate)spot welded to spring bracket. Right side does not have one. What is it and should I drill it off. I have not been able to upload pics. Does anyone have this similar problem, I cannot understand what is going on

It`s on 71/72s on the driver side along with the stop that is bolted to the frame behind the spring on that side.

Wes is right it should fit with the brace in place, since the spring perch and hook are both frame mounted there wont be any rubbing even if they do touch. It will be tight but there should be some clearance.
