I know they need limiting straps, but what about when they are laid out ?

I know slams have a built in bumpstop and you can sit the car on em,

Can 9000's sit on themselves ? . . . . . . . . if that makes sense ?

Or do i need to run a bumpstop that hits first ?

i think you need a bump stop, because if you let them rub since they are a sleeve bag, they would tear. I'm not sure lets let someone else chime in

Well for the upward travel if you get the right shocks you dont have to run straps

But for the down I would def run bumps

So its ok for the bumpstops to sit on the axle if the frame is off the ground ?

I limit mine with the shocks both directions now, but in the past I've never had a problem without limiters either way. My truck has sat laid out on those bags for years and have never had a problem with them.

Yes all the rolling sleeves need a positive stop either way.

why would you need a bumpstop at full dump (assuming you wouldn't drive at that height) What could possibly happen to it? I can see how the bag can over extend and rip when fully aired up, but fully dumped resting on a bracket? What could happen?

I run a bumpstop. They can break if you are putting the weight of the vehicle on them.

The rolling sleeves are meant only to go to a certain minimum height, past that damage may occur. It will over roll itself

If you can assure yourself they wont compress past like 4 or 4.5 inches you dont need a bump stop, as in the frame hits the ground, but if you hit sides or part on an uneven surface they will go past that. They are just two end plates and a sleeve and it will crack the plates or tear the bag if they are to far compressed or over extended. It would be easiest to find shocks that limit lift and drop, monroe has a huge list of all compressed and extended sizes of their shocks

V8 Blaze is right.... the minimum compressed height is 4.5". You need to make sure that the end plates do not collide by compressing them futher than that becasue they will crack. On the extension stroke be sure to capture them by 12.5" or you can pull them from their crimp ring.
