steering wheel play

Just went to install a grant steering wheel and when nut is tight the wheel has play side to side. The upper bearing is loose but when I put pressure on the canceling cam it tightens up.It seems Like I cannot seat the grant hub all the way down.Anyone have any ideas? It is a non tilt auto.
