84 Silverado wires chewed by rats
My 84 Silverado doesn't get driven much and when I checked under the hood I found a rat's nest on top of the air cleaner. After cleaning away everything I noticed that a wire had been chewed under the air cleaner. Also right below a metal tube was disconnected - but it looks like it has been this way for awhile because it is rusted. I tried to start the truck but it won't turn over. Hooked it up to another car and tried to jump it off. It shows that the battery is getting juice. I've include two pics and was wondering if someone could tell me what this wire is disconnected from and what I need to do to get it started again. Thanks.

that looks like the electric choke just splice a wire in there and it should be ok is the vacuum line to your distributor hooked up? do you have a th350 trans could that tube go to the trans... kinda hard to tell in that pic

Should the truck still start without this being hooked up? The battery is charging but the truck won't start. It sounds like it wants to turn over but doesn't have enough to do so. Thanks, for the help and the welcome. I know nothing about trucks - so bear with me.
