Re: has anyone swapped a TBI for late 90's Vortec
You can get wiring harnesses reworked to make about anything work in about any vehicle. I have not been around that particular swap but I know many people that have swapped the Vortec heads on to an older SBC. Just get the right intake for the heads to run the fuel set up you want.

Re: has anyone swapped a TBI for late 90's Vortec
To clarify, are you asking if anyone has swapped to the vortec MPFI from TBI?
You will need to replace the fuel pump and PCM. Vortec intake, TB, distributor, block with provisions for a crank sensor. I think it will take a little work, but do able.
