Tailgate - won't lie flat.
When the tailgate is open, should it lie flat?
On my '03, when the tailgate is open it is about 15-20° from being level with the floor of the bed. It seems like the cables that hold it are too short. Is this normal? Mike

Not normal, there was a recall on the factory cables for failing. They may have failed, and someone replaced them with the wrong cables from a parts store. Go to the dealer and have them try a set of the replacement cables. Also check to make sure nothing got inside of the pivot point (like a rock) that would be pushing the tailgate out, therefore not letting it go down all the way.
