Cab Floor

My 72 GMC, I took the seat out to take it to have it covered, and there is two hole near the middle where the seat was, It looks to be factory holes but there is no plugs in them. Are these access holes? I'm almost ready for the seat but I need to put plugs of some kind in them.

Is it where the fuel line goes thru? My 67 only had one 1" hole where the fuel line went thru. The 70 cab that I had has two 1" holes in that area. No idea why.
