Tool Box Experts

I got this tool box from a friend (Livrat) and am going to rebuild it. I am wondering if these screws are the correct method to mount the door assembly to the box side. I am also wondering it there is supposed to be two layers of sheet metal along the lower edge of the box/side as shown in this picture.

Thanks for the help...pics of your assembly from the same angles I shot would help immensely!
