More Front Suspension Help

I'm still working on the front suspension of my new 65 short fleet (I guess I should give the project a name) the last owner moded the front end and I'm new to suspension work so I have to ask you guys for a lot of help. So here is my next question, what are these bolts for? The last owner was setting the front end up for air bags I don't know if they are of an air bag system or not

Probably for an upper bag plate used for mount airbags in the front.

Those are not factory holes, they are for the upper bag plates.
