Step Side Fender Removal

I am trying to remove the step side fenders. I used PB Blast on the nuts inside the fender wall. They all turn - but only so far. Now the Phillips Head Bolt inside the bed is turning. I tried to keep it from turning with a screw driver while using a socket to turn the bolt - no go. I am having some welding repairs done and it would be much easier to weld if I remove the fenders. If I cut the heads off pull the fenders off that way, is new hardware to reattach the fenders available/where?

i find grinding off the head with a cutoff wheel is the best fastest way to remove fenders and do the same with the bolts holding beds down too
hardware store has nuts and bolts

i spot welded my bolt head to the bed side so i could remove the nut.
