Cover / protector for "firewall wiring block thing"?

I'm not referring to the fuse panel, but the black wiring harness at the back of the cab near the firewall on the driver's side.

The state inspector managed to fail my truck because the blinkers weren't working. It seems he kicked the blink relay out of the wiring harness / block at the back. I was wondering if there is a cover or something that should be up there to prevent that from happening, but I don't know the harness /block's formal name and so I'm not sure what to search for on Google...

Take a picture and add it to this post. I'm having a mental problem digesting "back of the cab near the firewall" in the way that you intended for it to be explained.

Sorry for the rat's nest. The truck had a plow and it's mostly the previous owner's wiring. Haven't wanted to take the dash apart to straighten it out yet.

Zoom out a bit and you can see the fuse block...

There is no cover for the fuse block. If someone knocked the flasher relay out of its' mount, they should have noticed and put it back. Shame on them. If that's what kept it from passing, they're an idiot.
