71 with 84 1 ton rear end

Another proud newbie here! I had a rear axle seal leak so have pulled the axles and drums and have redone the brakes. Changes the gear lube too as I don't know when it was last done. Now wondering if I need to pack the inner and outer bearings or if the differential gear lube takes care of it?

Pack the bearings, gear oil will eventually make it out there but usually not before the bearings are damaged. Some guys jack the opposite side of the truck up hoping the gear oil will run out to the hub, amazing what some people will do to avoid getting there hands dirty.

No, you do not pack the bearings with grease in that full floating axle. It is not necessary and it will interfere with the flow of gear oil that is supposed to lube the bearings. Gear oil is a much better bearing lubricant than grease.
