so
1985 certified working 4X4 350 lol may have rust
I think I should include US too as the trucks pass over the border and this was a US truck

Rust is bad for value. I would take the $1500 if you can buy it back from the insurance company - sell for parts or rebuild and keep driving. Or, look for a rust free project south of border and reuse parts - assuming you don't mind the hassle.

take the 1500 only if you can buy it back replace the damage parts a just drive it.

but another thing you proberly should point out its not an ordernary burb its a conversion truck. A conversion and a regular cant be compared in price when you see a good condition conv burb on craigs list they are around 2000-4000
