Why are some Texas plates in 67 red?

Looking for vintage plates and didn't realize they came in red letters that year.

The red were replacement plates if yours were destroyed or lost.

I believe that if your plate was lost or stolen they replaced it with a red plate. I may be wrong, but think I remeber reading that somewhere.
