Skd steer, tractor, flat bed, fork lift, winch...the list goes on.

Well, let's say i don't have any of that kind of equipment and don't really want to buy any of it-----yet.

Could i put a few moving dollys underneath maybe 8 dollys for a 20 yd container?

They would have to be sone heavy duty dollys and if you dont have any of the equipment listed above moving it would be impossible.

if you want to go "medievel", and can lift it (dumpster) a few inches. get some steel bar stock or pipe and use for rollers, and a come-along, winch, or use your truck (if space allows) to move it around.
when i was a kid, my dad and his brother had a few cars that they only drove in the summer, so in winter they stored them in a 25x30 building and to make them all fit they had to turn them sideways. they would use a floor jack lifting one end at a time and 2 people can push a car in any direction the jack would roll quite easily. just a thought to your situation (i still move immobile cars around my shop like that sometimes). heres another thought, if you get this dumpter in a tight spot, then load it up, the dynamics of your situation will change a lot.

Wouldn't it be easier to move the trash/scrap to the dumpster outside than to move the dumpster around inside to the trash/scrap ?

i'm still not counting this idea out. The sides would have to be welded up to prevent leaks, but this shouldn't be a big deal as i'm going to go to welding school.
