Are you using the old cable for a Q-jet? If so that's your problem. They won't kick in because of the long cable binding up. I had to get universal cable and still need to get a new throttle bracket for mine. The new cable helps to get your scondaries working but a stock bracket doesn't work either too well. It misaligns the cable.

how do you know they are not working? unless you really rev the snot out of the motor in neutral, they wont open.

when driving you can feel the throttle get to the point where it opens the secondaries (pedal gets harder) at around 50 to 75% throttle...

give more info

If you are using a stock gm intake, and bolting this carb down with the thin gasket the secondarys hit the intake when they are a quarter way open, pull all 4 holdown bolts out ,push throttle open and you should see the carb lift up off the manifold, thus meaning you need the adapter plate or an edelbrobk intake. The above is true also about the brackets,i had to go to the speed shop and get a universal chrome set.Providing you have the carter Afb style carb,if that doesn't help this site will help you setup your new carb.hope this helps ya. http://www.carbs.net click carb information key, then scoll down and click on weber carburator adjustments.
This is the whole wealth of knowledge i can offer you,i had lots of problems with mine.
