Vacuum and brake booster?

On 67-72 c10 trucks with original style brake booster what is a minimum vacuum for it to work right?
I think I found a problem with a hard brake pedal. Happend after the last engine swap. 12-13" of vacuum at idle. Truck still has an original booster with 69 date code on it. I might switch to smaller dual booster but like to keep original looking booster. Thanks.
