What were these used on. I thought that they all had bulbs.

think the 68 were just refelectors no lights

68-69 were just reflectors as mentioned above....70+ they started using the bulbs

the lights were optional in 68 and 69, became standard equipment in 70

I bought a 69 bed for my project, and the markers had no provisions for light bulbs just like yours.
