testing VOLT GAUGE

I pulled the gauge out of the cluster and with the two pole n the back, I hooked it straight to the battery and the gauge still did not move. Am I safe in saying the gauge is not working ????????????

It can be done that way. A 9v battery will run the gauge.

I'd be real careful to verify correct polarity. IDK if reverse polarity will let the smoke out of the meter movement. If it does it's the special smoke that you can't put back in.
