That appears to be a pic of a front system.
73-87's will either use an AOL type set-up (removing some leaves & using the bags to replace their capacity) or removing/swapping the leave set-up for a 4-bar.

Scot it looks more like a 67-72 rear kit. No bag plates and long shocks indicate its not a front kit.

My guess is that the disclaimer stating that "actual parts may vary from the picture" is missing.
Edit: Yep, the pictures seem to be the same for every kit...
