What is the name of this part and.....

.....can I get a replacement? I might as well replace this rubber shield/cup? do they make replacements? I'd hate to leave the hole there.

That's the "steering coupler." Some of the aftermarket suppliers sell them (or replacements). Look on places like the Truck Shop website or Classic Parts and search.
