plastic on my floor pan?

there is some sort of plastic with adhesive on my floor pan of my 81 how do i remove this stuff. i want to check for any rust the put some roll on liner on my cab under my carpet. or would you even go this far or just paint it?

Been there. I used an angle grinder (bad idea).

Putty knife and elbow grease. Clean up any surface rust with naval jelly, wash, repeat. Eastwood has this stuff that is a rust encapsulator for $20/can, supposed to work really well (for that price it better). I'll be getting some myself so I can hopefully make short work out of cleaning up the frame.

I have seen people use dry ice and a chisel and it comes off in pieces.
