Roof Insulation Material?

I'm replacing the back foot of my outer cab roof, and between the inner and outer roof panels there is a "tar-paper" like material, only thicker, that acts as a sound deadener. What is that stuff and what can I replace it with? I'm going to be welding right over the top of it so whatever I use, I don't want it to burn for hours after I finish welding. I don't mind it melting a bit, but FIRE BAD!
